They never tried to connect it even though it was initially planned to be, and that's where it falls down. Oh, there are no doubt people who wouldn't like a more cerebral, integrated Dust/EvE experience, but if they had actually made the effort to connect the two they would have seen the benefits by now. Dust would have already moved to Space, with combat on stations, as well as Walking in Stations, which was abandoned because the shortsighted idiots in EvE didn't want CCP putting any effort into something that didn't make flying spaceships better....
Dust is VERY lightly connected. I do mean the absolute minimum of connection.
It was never connected more because of a severe lack of foresight from the start. CCP had a dream but did not properly plan things out for whatever reason. Leaving Carbon behind also caused some issues with connection but nothing that made it impossible.
PC was made an incredible ISK faucet which would have seriously disrupted the Eve economy.
The micro transactions implemented 100% cancel out the possibility of a player driven market. Supply can not drop below demand cause price fluctuations when there is an alternate market that has nothing to do with anything in game.
Payouts were a quick patch that is unbalanced and ultimately easily farmable.
Dust has zero ISK sinks meaning it would be a constant pumping of ISK into players wallets which would also have a negative effect on Eve.
Basically CCP had a responsibility first and foremost to not cause a collapse in Eve which is their bread and butter that ultimately pays for new projects and fills gaps when necessary.
EDIT:
Many players in Eve seriously supported Dust through closed beta and did not turn sour on Dust until they saw the failure which it was. Who can blame them for turning sour on it after they went out and bought PS3s, many of those players multiple PS3s thanks to Carbon melting them down, only to see the game be horribly mismanaged.
